Milton’s Reserve Management Plan approved and finalised
Council has approved the final Reserve Management Plan for reserves in Milton, paving the way for it to be implemented.
Although the newly-placed cabins are to be removed (a focus of many submitters in the consultation), the plan retains the camping ground activity on part of the Taylor Park grounds.
The Reserve Management Plan creates an overarching framework of the activities that can occur on our reserves, however it does not set out the operational details of such activities; these are handled by other mechanisms such as land leases or the Our Place Milton Community Plan.
The outcomes from this work were canvassed in a staff report to councillors. Consultation on the 10-year plan (2024-2034) attracted nearly 190 submissions, as well as 10 verbal submissions to Council on 15 February 2024.
The future of four Taylor Park Cabins decided
The four cabins currently located at Taylor Park will be sold.
The four cabins will be offered in the first instance to Clutha District camping grounds at market value.
A staff report will be prepared for councillors which will provide options for the future of the additional six cabins, four of which are now nearing completion at Otago Corrections Facility.
Balclutha Community Library remedial work to begin
Council approved a budget adjustment for the Balclutha Library, which will see $110,000 of the library’s capital budget for 2024/25 brought forward to the 2023/24 financial year, to address leaking and ventilation issues.
The planned works include roof repairs and, in some areas, roof replacement, as well as ventilation improvements. Local contractors have priced this work and confirmed they are able to start on the roof in mid-May. The ventilation system work will begin in June.
CDC to work with Otago Regional Council regarding Clutha Delta Natural Hazards
Council has agreed to enter into a Memorandum of Understanding with the Otago Regional Council, to work collaboratively on the Clutha Delta Natural Hazards Adaptation Project.
The Otago Regional Council have been working on the Clutha Delta Natural Hazards Adaption project, which is a multi-year project that involves looking into the risks with the low-lying plains of the Clutha Delta, such as coastal hazards and flooding hazard risks.
Council will work collaboratively with ORC on this long-term project.
100% Rates Remission denied for Māori Freehold Land
Council voted against granting a 100% Rates Remission for the property at Chaslands Highway that is classed as Māori Freehold Land.
The Policy on the Remission and Postponement of Rates on Māori Freehold Land will instead be brought back to Council with a view to amend it.
Early feedback stage for the 2024 Representation Review begins
Council approved the preliminary consultation document for the Early Feedback stage of the 2024 Representation Review.
Preliminary consultation opened on the same day, and is running until 5pm on Sunday, 2 June.
Residents are invited to visit Council’s website and have their say on the makeup of Council, to determine how best our Council can represent their communities.
The early feedback consultation is designed to gauge whether the current structure of Council and Community Boards is working effectively for all of our communities, or if there is a way that we can improve on our representation.

Contracts awarded:
The contract for the Moa Flat Water Mains Renewal has been awarded to Southern Trenching & Excavation for $525,651.34. Seven proposals were received from five tenderers, two of which were non-conforming with prices ranging from $525,651.34 to $1,942,842.01.
The contract for the Mt Cooee Leachate Pump Station and Owaka Wastewater Pump Station has been awarded to Isaac Construction Ltd for $1,717,492. Five proposals were received from four tenderers, ranging from $1,630,789 to $2,347,491.
