Kaitangata Community Pool update and funding request
The Council agreed to release all depreciation funds of $157,000 to the Kaitangata Pool Committee to enable the completion of the pool upgrades.
In February 2024 the Kaitangata Community Pool Incorporated entered into an agreement with Council to formally take over the management of the pool.
The committee had secured $497,000 in external funding towards the upgrades which will cost about $682,000, with the Council funds providing the shortfall.
Owaka Community Centre toilet upgrade
The Council-owned Owaka Community Centre has been allocated $8,970+GST from depreciation reserves towards upgrading the toilets.
In recent years, the community centre has received $172,395 from the Provincial Growth Fund for the roof upgrade, earthquake strengthening, exterior painting and the electrical work. In 2022, $36,266 from depreciation funding was put towards the kitchen upgrade.
The toilets are in their original condition and have become dated.
The Owaka Community Centre Committee requested the funding for the first step in the upgrade, to provide pricing and building consent documentation to get quotes for the work, and to be in a position to seek external funding and potentially request additional capital funding from Council through the Annual Plan or Long Term Plan process.
Road stopping
Kaitangata
The Council agreed to the partial road stopping of an unformed legal road in Aitcheson Street (Needles Street to Saint Catherine Street).
This follows a request from an adjacent property owner regarding the unformed road that divided the property, it being noted by staff that it was unlikely that this area would ever be required for roading.
Owaka
The Council agreed to the partial road stopping of an unformed legal road in Reid Street.
This follows a request from the adjacent property owner regarding the unformed road located on the eastern boundary of the property.
Taieri Mouth
The Council agreed to the road stopping of a duplicate section and unformed legal road in Akatore Creek Road.
This follows a request from the adjacent property owner for the proposed road stopping of a duplicate and unformed road located on the southern boundary of the property.
Having agreed to partially stop these roads, the Council would now obtain Minister of Land approval and initiate the notification process under the Public Works Act 1981, complete the land sale of the stopped road, with the purchase price to be negotiated based on an independent valuation, noting that the road stopping costs would be at the applicant’s expense.
Temporary road closures
Lawrence Dual Rallysprint
Staff submitted a report seeking approval for the temporary closure of Blue Spur Road, Munro Road and Cockleshell Road, Athenaeum Road (from Cockleshell Road to Tuapeka West Road) on Saturday 1 November 2025, to facilitate the running of the Lawrence Dual Rallysprint event.
A lack of notification of the rally by the car club was highlighted, because of new organisers, with Council staff to follow up with the group about its responsibilities in notifying events in the future.
Coastal Classic
The Council approved temporary closure around Taieri Mouth on Sunday 2 November 2025, to facilitate the running of the Coastal Classic Event from 10am to 3pm for the full length of the following roads: Kingston Terrace, Moturata Road, Coutts Gully Road, Burma Road, Taieri Beach Road, Akatore Road- from Moturata Rd to Quion Point Rd.
Lake to Sea Trail Ride fundraiser
The annual Lake to Sea Trail Ride fundraiser for Tokomairiro School on Saturday 8 November 2025 was also approved with a temporary closure from 10am to 4.30pm of Quoin Point Road, from the full length of Akatore Road to the end of Coal Gully Road.
Southern Water Done Well response to submitters
The Council was asked to approve the Southern Water Done Well (SWDW) response to submitters regarding the public consultation and subsequent hearing, along with the decisions and Council’s final proposed direction in the future delivery of water services.
In a separate item, Council received a report which provided an update to the SWDW partners, Central Otago, Clutha and Gore district councils on milestones to date, including the submission of the joint Water Services Delivery Plan (WSDP).
The report outlined indicative next steps in establishing a joint Council–owned water services entity, as set out in the WSDP, and proposed actions through to the end of this year.
The Chief Executive advised that as this was the last council meeting (of this triennium) it was appropriate to provide an update on progress.
Work is being down around determining the skill set for the interim board chair with the expectation that the recruitment process would be for the next council.
Mayor Cadogan thanked those councillors that had attended the meetings as it was important for continuity.
