Milton $13-14 million facility approved
A $13-14 million community facility featuring a community library and six lane swimming pool in Milton was approved by Clutha District Council yesterday.
The new multi-purpose facility will aim to offer a range of services all year-round including swimming lessons, competitions and aquatic play, digital help, library programmes, celebrating local history and access to information.
Council approved that the facility will be funded by CDC rates, central government funding (subject to confirmation of the 3 Waters Better Off funding support package), as well as community fundraising and grants from various sectors, both of which will be facilitated by the Bruce Community Facilities Trust.
Council consulted with the public on options for a six or eight lane swimming pool and asked whether people had feedback on other options.
Consultation also covered the increased costs associated with this project, as COVID related supply challenges and cost increases in the building industry resulted in increases from initial estimates.
There were 124 written submissions, with 92% of these from the Bruce (wider Milton) area.
50 (42%) supported Option 1 - $13-14M facility with 6 lanes
40
(34%) supported Option 2 - $18-20M facility with 8 lanes
29 (24%) supported another option
Council funding of the facility will be included in the 2023/24 Annual Plan budget.
Vehicles on Beaches Bylaw
A decision on the draft Vehicles on Beaches Bylaw is expected to be made after Council considers public feedback and assesses potential options.
Council resolved to hold a workshop in late August to confirm direction on whether, and how the proposed bylaw should be adopted.
This follows consultation on the proposed Vehicles on Beaches Bylaw earlier this year.
The proposed bylaw would prohibit access to eight beaches, except for valid reasons such as in emergencies, with Council permission, to launch or retrieve boats, and for property access.
The vehicles on beaches bylaw seeks to address two main issues; the effect of vehicles on public safety and the enjoyment of beaches, and the adverse effects to the environmental values of the coastal environment.
It is anticipated that the bylaw will be considered by Council at the 15 September meeting.
Policy and bylaw reviews
Following public consultation, Council adopted the following:
Clutha District Council Regulatory Bylaw 2022
Policy on Dog Control 2022
Policy on Dangerous and Insanitary Buildings 2022.
All will come into force on 1 October 2022.

It was also decided to have further consultation with Jacks Bay residents on making Jacks Bay a leash control area and that there is additional consultation about Moturata Island isthmus being added to CDC’s dog prohibited areas.
