Land transport procurement strategy adopted
Clutha District Council adopted its Land Transport Procurement Strategy for 2023-2026 at the Council Meeting held on 11 May 2023.
Council receives subsidised funding from Waka Kotahi NZ Transport Agency to help maintain its 2,900km of roads and infrastructure in the Clutha District.
This strategy is a requirement of Waka Kotahi. Council’s approach to procurement is to obtain maximum value for money from everything we buy and all the services we provide to the community.
The procurement strategy covers all aspects including negotiating contracts and pricing, managing relationships, mitigating risks and help save costs and improve efficiency.
Results of Residents Satisfaction Survey released
Results of the annual Clutha District Residents Satisfaction Survey have now been released.
Clutha District Mayor Bryan Cadogan says the results will help the Council to determine what is being done well and where improvements can be made.
“The survey is an important tool for us to find out what people think about what we’re doing now and this can help us to make decisions about what we do in the future.”
The annual survey asks a random selection of residents to rate the council on a range of things, including services and facilities, infrastructure and performance of staff and councillors.
Among the key findings of this year’s survey:
100% satisfied with community libraries
92% satisfied with Mt Cooee landfill
90% satisfied with the wheelie bin service
91% satisfied with Balclutha Pool
91% satisfied with cemeteries
91% satisfied with district parks and reserves
“It’s fantastic to see our libraries score so highly - it’s rare to receive 100% satisfaction. It’s also pleasing to see some of our other core services and facilities being highly appreciated by the community,” Mayor Cadogan says.
Overall satisfaction with the performance of the Clutha District Council was 66%.
Among the lowest scores were: maintenance of sealed roads (65%), footpaths (59%), being able to have a say in Council decision-making and planning (52%), maintenance of unsealed roads (47%), value for money from rates (46%).
“There is always room for improvement and we’ll be using the results to look at how we can do better,” Mayor Cadogan says.

New citizens welcome to Clutha
New citizens were welcomed to the Clutha District at the citizenship ceremony by Council.
The citizenship ceremony involved the below people pledging their allegiance to New Zealand and received their Certificate of Citizenship from Mayor Bryan Cadogan.
New kiwis welcomed included, Jerry Tusiupepa, Beverly Faamele Tusiupepa, Agape Laban, Tom Tyrell, Tiperia Faalolo Asoau Faitoa-Tyrell, Hellen Laine Tyrell, Tafaitoa Fortress Tyrell, Margret Tyrell, Lilian Tyrell, Sueloa Tyrell, Tofiga Gregory Tyrell, Lafaele Lafaele, Sosene Teo (Samoa). Vikram Sharma (India). Arian Gwen Rizalado-Balde, Imelda Bulauan Catembung, Jesselou Helga Hildegarde Matubis Gamis, Salvador II Pastora Gamis (Philippines) and Juanita Ruth Masunu Utumapu (Australia).
Contracts awarded
The Milton Main Street utility services contract was awarded to Andrew Haulage for $6,295,856.86.
Council’s Rosebank Terrace 18-lot subdivision development was awarded to Clearwater Civil Ltd for $1,742,269.15.
Start-up funding approved to support hub trust
Council have approved an interest only loan of $200,000 to the Clutha Community Hub Trust to support start-up cash float funding. This will allow the trust to hire staff and fund initial operating expenses ahead of opening in July 2023.
