It’s been a long while since our last e-newsletter. During this time, we have been pushing to get Stage one of the wastewater scheme operational before Christmas 2022.
As we get closer to the end, it is a good opportunity to look back at what we have achieved so far.
• The installation of 4,870m of main pipe work

What’s next for stage one properties?
As we approach the completion of the work on the private properties, we look towards the next stage where we will carry out the final connections of the stage one properties to the wastewater system and the decommissioning of septic tanks.
The commissioning of the main pump station is expected to be carried out in early November, which will allow for the final connections to be completed. Below the next stages of work are set out, how we will communicate with you, what activity to expect at your property and what you need to do.

Final connection
Council’s contractor Seipp Construction Ltd is developing the final programme to connect each property to the new wastewater lateral.
You will be contacted by a notification card dropped at the property up to one week prior to commencing the final connection work. The timing of this will need to be flexible to ensure we are completing the connections as efficiently as possible. The crew will carry out a door knock before they commence work.
On some properties, Seipp will carry out the excavation prior to the connection. The site will be made safe until the connection can be completed.
Decommissioning of your septic tank
After your property is connected to the reticulation system your septic tank will no longer be in use.
Council has appointed SJ Allen Ltd to empty, disinfect and puncture the tank. The current timeframe for this work to start is late January 2023.
SJ Allen will contact you directly to arrange a suitable timeframe for this work to be completed.
Backfilling or removal of your septic tank
Once your septic tank has been emptied and punctured, you will need to have the tank removed or fill the tank with gravel.
On our website you'll find a list of businesses that may be able to backfill septic tanks and undertake reinstatement of surfaces. Council does not endorse any of the businesses listed and we suggest you do your own due diligence when engaging a company. Please note these are suggestions only and other businesses may be available.
Code of Compliance
Once you have had the tank removed or filled, you will need to apply for code of compliance with photo evidence to Council’s Building team. The completed application can be emailed to building@codc.govt.nz or posting to the 1 Dunorling Street, Alexandra, 9320.
In previous communications you were provided with a copy of the application form with relevant sections prefilled, if you have misplaced this, please email building@codc.govt.nz.
Financial Contribution
In accordance with the consultation that was undertaken as part of the 2018-28 Long-term Plan, all Clyde ratepayers will be required to contribute towards the project capital costs once their property is able to be connected to the scheme.
As a ratepayer in this stage, you can either:
1. pay a targeted rate spread over 10-years from 1 July 2023 (the default); or
2. opt-in to pay a lump sum over one-year 1 July 2023 to 30 June 2024, this will be paid either in one payment or quarterly depending on how you pay your rates invoice.
At the end of January/early February 2023, we will send you a form where you can elect which of the two options above you would prefer for your contribution to the capital costs of the scheme. You do not need to do anything right now regarding the capital contribution.
The link between the Ukrainian war and Clyde Wastewater Pump Station
Back in June this year, the CODC Major Projects Team faced a significant hurdle progressing the completion of the main wastewater pumpstation. Critical electronics for the automated operation of the pump station were at risk of considerable delays due to a global shortage of silicon computer chips.
The worldwide shortage has been driven by the ongoing conflict in Ukraine. Despite the complications, CODC was fortunate to be able to secure the required chips to progress the project with only a minor delay.
Clyde Heritage Precinct Upgrades
The timing of stages two and three of the Heritage Precinct Upgrades are currently being finalised. The materials that have a longer lead-in time have been ordered to ensure there are no delays once we start the work.
We haven’t forgotten about the heritage style lights to be installed in Lodge Lane. The existing lights will be utilised elsewhere when the correct heritage style lights are installed.
Water Main Upgrades
The Water Services Team is reviewing the condition and age of a section of water main within the Heritage area. We are working with the Heritage Precinct project team, to combine the timing of the renewal to ensure efficient use of resources and that disruption is minimised as much as possible.
We know that with upgrades to our roading, water and wastewater services there is disruption and inconvenience. We do appreciate your patience. We’re committed to getting this essential work done as quickly and efficiently as possible.
Lake Dunstan Water Supply
Continuing above Clyde, the construction of the Lake Dunstan Water Supply treatment plant site is progressing well, on schedule to be commissioned in April 2023.
